When a quarter’s figures are published

A quarter’s figures are published only in a release, and no release takes a quarter whose filing is below callbase’s floor. The counts above describe a filing in progress, and none of them is a published figure.

Once the quarter reaches the floor, each peer group must also pass a second policy, default/1. A group that fails it is withheld, and its figure is replaced by the count of its expected credit unions that filed.

The data contract defines both policies.
