What changed since

Every filing callbase collected after a time you choose, new filings and amendments alike:

submissions.version above 1 is an amendment; its earlier version is still in the index, with submissions.status superseded. To refresh a local copy, re-read the quarters those rows name. A new filing changes only its own quarter; a change the changelog records can change every quarter's files.

submissions.first_seen is NULL for filings collected before callbase began recording that time, so a date earlier than the manifest's index.first_seen_from does not return them. The manifest's quarters[].updated_at says a quarter's files were rebuilt, which can happen with no new filing: ask the index, not the timestamp, what changed.
