One row per filing held, superseded filings included. submissions.status is current for a
credit union's newest filing for a quarter, the only filing the curated tables hold, and superseded for the filings it replaced
(filings and amendments).
submissions.first_seen is when callbase first collected a filing, and the column to use for what
is new (what changed since). submissions.validation_date is NCUA's timestamp, with a time of day: an amendment can land on the
afternoon of a day a figure was published.
